# Bootstrap Architecture

Until the protocol fully decentralizes, a [**Bootstrap Authority**](/protocol-design/bootstrap-launch-mechanism.md) contract allows whitelisted signers to:

* Create markets
* Submit proposals
* Whitelist settlement assets
* Add future vaults
* Maintain protocol continuity

This authority is:

* Restricted by rate limits
* Fully transparent through events
* Removable by a 3 signer vote
* Automatically disabled after 12 months

Bootstrap mode is temporary and exists solely to safely activate the protocol before staker participation becomes sufficient for full decentralization.
