What Bootstrap Signers Can Do

Bootstrap signers have restricted powers designed only for early network activation:

They can:

  • Create markets without being in the top 50 percent

  • Submit proposals without meeting governance eligibility

  • Ensure events resolve accurately

  • Add additional settlement assets (when liquidity appears)

  • Add new governance vaults (like stablecoins) during bootstrap

  • Maintain the protocol if unexpected conditions arise

They cannot:

  • Change contracts

  • Modify core parameters beyond allowed ranges

  • Remove other signers (requires a multi-party vote)

  • Disable penalties

  • Disable commissions

  • Remove the time-based snapshot system

  • Alter governance thresholds

This ensures their role is limited to operational continuity rather than directional control.
