What Bootstrap Signers Can Do
Bootstrap signers have restricted powers designed only for early network activation:
They can:
Create markets without being in the top 50 percent
Submit proposals without meeting governance eligibility
Ensure events resolve accurately
Add additional settlement assets (when liquidity appears)
Add new governance vaults (like stablecoins) during bootstrap
Maintain the protocol if unexpected conditions arise
They cannot:
Change contracts
Modify core parameters beyond allowed ranges
Remove other signers (requires a multi-party vote)
Disable penalties
Disable commissions
Remove the time-based snapshot system
Alter governance thresholds
This ensures their role is limited to operational continuity rather than directional control.
