# What Bootstrap Signers Can Do

Bootstrap signers have restricted powers designed only for early network activation:

#### **They can:**

* Create markets without being in the top 50 percent
* Submit proposals without meeting governance eligibility
* Ensure events resolve accurately
* Add additional settlement assets (when liquidity appears)
* Add new governance vaults (like stablecoins) during bootstrap
* Maintain the protocol if unexpected conditions arise

#### **They cannot:**

* Change contracts
* Modify core parameters beyond allowed ranges
* Remove other signers (requires a multi-party vote)
* Disable penalties
* Disable commissions
* Remove the time-based snapshot system
* Alter governance thresholds

This ensures their role is limited to operational continuity rather than directional control.
