Who Runs Bootstrap Mode

The protocol includes a designated Bootstrap Authority, a whitelisted council of multiple independent signers distributed globally. These signers:

• Create markets

• Submit outcomes

• Finalize resolutions

• Whitelist settlement assets

• Add governance vaults as liquidity becomes available

All actions are on-chain and publicly visible. The design intentionally avoids a single multisig. Instead, each bootstrap signer has independent authority, with strict rate limits and global coverage.

This allows Axiom to operate continuously during the early phase.
